Program Manager Beethoven (1.0 – 0.8 fte)

TU/e  belongs to the international top in the field of semiconductor research. The expertise in chip design, materials, processes and equipment with its pioneering scientific research form the cornerstones of future heterogenous integration of chips.  In the coming years, TU/e will expand its key position in Europe in the field of semiconductors with a new Institute focused on semicon & high tech research. With this initiative, the university is boosting the development of chip technology to accelerate the creation of solutions for major societal, economic and geopolitical challenges in this field. 

TU/e expects to grow substantially in terms of numbers of master students in the coming years in those disciplines needed by the semicon sector. By 2030, the number of extra master's students on chip technology will have grown towards a total of two thousand with about one thousand more that will graduate each year. This is contained in the TU/e part of the Brainport region plan that will give substance to the National Reinforcement Plan for microchip talent Beethoven. This government plan is very much focused on the Dutch semiconductor sector, with Brainport Eindhoven at its centre. Addressing the labour market shortages in the Brainport area is the key objective of the plan. This puts TU/e centre stage when it comes to talent attraction in academic research and education.

TU/e is therefore looking for a program manager to implement the TU/e Beethoven plan within the framework of the national plan of reinforcing talent in the microchip sector, in cooperation with all partners involved.

Job Description

As Program Manager Beethoven, you are directing all efforts in the Beethoven-program, defining milestone deliverables and leading a program structure that facilitates attaining the program’s objectives in a timely and excellent matter. You are strong in program management, in organizing the activities of the program team and of the larger Beethoven program governance, using your knowledge on higher education to enthuse and engage all stakeholders (internally and externally) to jointly realize the deliverables. You create optimal synergy for the program in the new institute, while involving the relevant codetermination bodies of the university in all major steps to be taken. Additionally, you ensure all actions and results can be and are justified towards the subsidizers.

The TU/e Beethoven Program has the following focus areas:

• Stakeholder management within Brainport and with the 4TU partners.
• Providing accountability to RVO in accordance with the subsidy conditions
• An execution of the program within financial budgetary conditions
• Realization of the ambition for substantial growth in MSc students in the semicon-related programs.
• The subsequent need for extra scientific and support staff.
• A student scholarship program for talent.
• Extra investments in recruitment and retainment of students and staff.
• Beethoven-related partnerships with industry and educational institutes.
• Several new MSc tracks in specific scientific departments and between different departments and institutions within the Netherlands.
• Eventually new collaborations with professional partners in Lifelong Learning on semicon;
• New collaborations in recruitment and education with secondary vocational education institutes and universities of applied sciences in our network.

As TU/e Beethoven program manager, you hierarchically report to the manager of the Research Support Office (RSO), and will functionally report to the Beethoven Steering Committee chaired by the Rector Magnificus of TU/e.

Job Requirements

We are looking for candidates who meet the following requirements:

• Over 10 years of comparable work experience in successfully managing large implementation or change programs, for example in a research institute or an academic or applied sciences university.
• A degree in management, (industrial) engineering or comparable.
• Affinity with academic education, research and/or valorization,
• Excellent analytical and organizational skills.
• Excellent communication skills (written and oral),
• Excellent networking and connecting skills.
• Proficiency in Dutch and English.
• Excellent interpersonal skills, being a team player with a talent for stakeholder management.

Conditions of employment

• A monthly salary of minimum € 6.603,- to maximum € 8.405,- for full-time employment, depending on your knowledge and experience (scale 14 collective labour agreement for Dutch Universities).
• In addition to vacation pay, a structural end-of-year bonus of 8.3%.
• 41 paid holidays at a fulltime 40-hour workweek.

• Initial temporary employment position for one year with the intention to convert this into a permanent position.
